A thorny issue indeed, as a parks referee myself I do have an insight. I'm not gonna say straight out that it won't work but there would be anarchy initially and many good people would be lost to the game due to the sheer intimidation you would get from thuggish teams/players. I frequently enter into conversation with players about Referees (usually the low standard of others I should add), and we usually end up agreeing to disagree on most things, but so far I'm yet to find a player who thinks they'd be better off without us.
